Take a smooth subsurface in the right size, preferably MDF, and paint it black. Print the image below in the right size and apply it (preferably with wallpaperpaste, so you can carefully smoothen the paper during bonding). Make sure the print is just a tiny bit smaller than the subsurface, as the paper will stretch a little when wet. Allow to dry well and use a waterbased varnish (matte) to complete.
